Oppose the natural order, or be victim to it: this is the order of things, and the oppression under which the Rakhari people have long suffered. Few now are prepared to speak out against the authorities, or challenge their ruling. The government are reticent to change, and closed-minded to any form of off-world diplomacy or trade. They will be a difficult people to negotiate with. |
