The Rakhari social structure is brutal, but simplistic. Oppose the natural order, or be victim to it: this is the order of things, and the oppression under which the Rakhari people have long suffered. Few now are prepared to speak out against the authorities, or challenge their ruling. The government are reticent to change, and closed-minded to any form of off-world diplomacy or trade. They will be a difficult people to negotiate with.
The Ministry of Justice maintains an oppressive order, but maximises the efficiency of the workforce by creating work placements. This ensures that no job goes unfilled, and industry is ever healthy.
